errors in .PDF files, problems with MS Word

In particular I am looking at ECSS-M-ST-40C(31July2008).pdf under 5.3.2.6 a) where it refers to an annex. The .doc file says 'Annex I', the .pdf just says '0'. This happens in several places. It seems like the word feature you used for the cross referencing does not work when printing or making PDFs. I have tried myself, printing from Word 2007 to a PCL6 print driver in XP, and from Word 2008 on a Mac to a postscript printer and to a PDF. In all cases I get '0' and not Annex I.

there must be some problem in how those cross references were made

Later in the same publication the cross referencing does work, i.e. Annex XX appears correctly in the .pdf, so the problem might not be with Word.
